In 2003 in Collin County, Joe Wayne Cates, 51, was found guilty of multiple counts of indecency with a child and was required to register as a sex offender. After failing a polygraph examination, he was found to be in violation of terms of his parole and a warrant for his arrest was issued. Cates went into hiding on Sept. 5, 2006, and a second arrest warrant was issued for failure to register as a sex offender. Cates was added to the list of the Texas Department of Public Safety’s Ten Most Wanted Fugitives on Sept. 11, 2008.
Investigators with the Office of the Attorney General’s (OAG) Fugitive Unit in Fort Worth discovered information which led authorities to his location in Sandia Park, N.M., last Friday. OAG Fugitive Unit investigators located Cates at his place of employment, where he was arrested.
The Fugitive Unit has arrested 532 parole violators since its inception in 2003.
