Dear Ms. Ross:

You ask whether certain information is subject to required public disclosure under the Texas Open Records Act, chapter 552 of the Government Code. Your request was assigned ID# 121190 (your City Request No. 4472).

The City of Coppell (the "city") received a request for all documents in Joel Wingo's IA file. You state that with the exception of IA file #97-071 you have released all responsive documents. You claim that IA file #97-071 is excepted from disclosure under sections 552.101, 552.103, and 552.117 of the Government Code.

This office has previously ruled on the applicability of your claimed exceptions to the documents at issue. Open Records Letter No. 98-3151 (1998). This letter ruling is dispositive of the issues raised here. We have enclosed a copy of Open Record Letter No.-98-3151 for your consideration. If you have questions about this letter, please contact our office.

We are resolving this matter with an informal letter ruling rather than with a published open records decision. This ruling is limited to the particular records at issue under the facts presented to us in this request and should not be relied on as a previous determination regarding any other records.
