Dear Ms. Cochran:
You ask whether certain information is subject to required public disclosure under chapter 552 of the Government Code. We assigned your request ID# 123548.
The City of Cleburne (the "city") received a "Request for Determination and Ruling." The request asks for answers to legal questions and asks the city to affirm or deny numerous statements of law. You assert that the request is not an open records request. The Public Information Act does not require a governmental body to prepare answers to questions or to do legal research. Open Records Decision Nos. 563 (1990), 555 (1990) (considering request for answers to fact questions). We agree that the request is not a request for information; therefore, you need not comply with the "Request for Determination and Ruling."
We are resolving this matter with an informal letter ruling rather than with a published open records decision. This ruling is limited to the particular records at issue under the facts presented to us in this request and should not be relied upon as a previous determination regarding any other records. If you have questions about this ruling, please contact our office.
