FY 2026-2027 Grant Application Kits and Applicant Registration is now available for the following two grant opportunities Sexual Assault Prevention and Crisis Services (SAPCS) – Preventative Health and Health Services (PHHS) Block grant program and the Support Adoption grant program.

Eligible Applicants

The following entities are eligible to apply under the SAPCS-PHHS Block Grant Program

  • Sexual Assault Programs - any local public or private nonprofit corporation, independent of a law enforcement agency or prosecutor’s office, that is operated as an independent program or as part of a municipal, county, or state agency and that provides the following minimum services to adult survivors of stranger and non-stranger sexual assault:  24-hour crisis hotline, crisis intervention, public education, advocacy, and accompaniment to hospitals, law enforcement offices, prosecutor offices, and courts and meets the Minimum Services Standards.  Applicant must be a current FY 2025 SAPCS-State grantee and eligible for an FY 2024 SAPCS-State grant to apply.
  • State Sexual Assault Coalitions – a statewide nonprofit organization that has been identified as a state sexual assault coalition by a state or federal agency authorized to make that designation. 

Note: For sexual assault programs, a current SAPCS-State grantee is one that has an active SAPCS-State grant contract for FY 2025 (September 1, 2024, through August 31, 2025).

The following entities are eligible to apply under the Support Adoption Grant Program:

An Applicant Organization must be a Non-Profit, as well as either an

  1. adoption agency, as defined by Family Code Section 162.402;
  2. an authorized agency, as defined by Family Code Section 162.402; or
  3. be an eligible organization, as defined by Government Code Section 402.036(g)(1), to apply for the Support Adoption Grant Program. Non-profit Applicants with 26 U.S.C. § 501(c)(3) status must be in good standing with the Comptroller of Public Accounts and “in existence” with the Secretary of State.
  • An adoption agency is a person, other than a natural parent or guardian of a child, who plans for the placement of or places a child in the home of a prospective adoptive parent. See Texas Family Code section 162.402(4).
  • An authorized agency is a public agency authorized to care for or to place children for adoption or a private entity approved for that purpose by the Department of Family and Protective Services (DFPS) through a license, certification, or other means. The term includes a licensed child-placing agency or a previously licensed child-placing agency that has ceased operations and has transferred its adoption records to the vital statistics unit or an agency authorized by the DFPS to place children for adoption and a licensed child-placing agency that has been acquired by, merged with, or otherwise succeeded by an agency authorized by the DFPS to place children for adoption. See Texas Family Code section 162.402(7).
  • Other eligible organizations must meet all of the following requirements:
    • An organization that provides services in this state and is exempt from federal income taxation under Section 501(a), Internal Revenue Code of 1986, by being listed as an exempt charitable organization under Section 501(c)(3) of that code;
    • Provides counseling and material assistance to pregnant women who are considering placing their children for adoption or to prospective adoptive parents;
    • Does not charge for services provided, except for adoption-related costs or fees;
    • Does not provide abortions or abortion-related services, or make referrals to abortion providers;
    • Is not affiliated with an organization that provides abortions or abortion-related services or makes referrals to abortion providers; and
    • Does not contract with an organization that provides abortions or abortion-related services or makes referrals to abortion providers.

Note: Non-profit Applicants with 26 U.S.C. § 501(c)(3) status must be in good standing with the Comptroller of Public Accounts and “in existence” with the Secretary of State.

Applicant Registration

In order to register, an Applicant must designate one person as their point of contact to submit their grant application. To create an on-line account the entity must email the point of contact information to [email protected] with the following information: 

  • Organization Legal Name as registered with the Secretary of State Office
  • First Name
  • Last Name
  • Email Address (It is highly recommended to use a generic organization email address if available)

The OAG strongly encourages Applicants to register by June 13, 2025, in order to have sufficient time to complete the application via GOALS by 5:00pm on June 27, 2025.

Note: Applicants who created accounts during the Other Victim Assistance Grant (OVAG), Victim Coordinator and Liaison Grant (VCLG), and Sexual Assault Prevention and Crisis Services (SAPCS)-State grant application cycle are already registered in GOALS. 

Registered Applicants should access their Grant Programs webpage (homepage) in GOALS and select the green View Grant Programs button. If the answers provided on the Eligibility Questions matched to any of the grant programs listed above, the application will be available to the Applicant.
