Transportation network companies are frequently used to facilitate human trafficking both for commercial sex and forced labor. Recognizing the role that drivers for these services can play in identifying and reporting instances of trafficking, in 2023 the Texas Legislature passed House Bill 2313 (88th Regular Session) requiring drivers of transportation network companies to receive annual human trafficking awareness training and requiring transportation network companies to provide training to a new driver prior to work authorization. These requirements apply to all transportation network companies licensed by the Texas Department of Licensing and Regulation.
