Hotels and other commercial lodging establishments are frequently used to facilitate human trafficking, both for commercial sex and for forced labor. Recognizing the role that hospitality employees can play in identifying and reporting instances of trafficking, in 2021 the Texas Legislature passed House Bill 390 (87th Regular Session) requiring employees of commercial lodging establishments to receive annual human trafficking awareness training and requiring hotels to place signs telling employees how to report human trafficking. This requirement applies only to commercial lodging establishments of 10 or more rooms but is encouraged for all lodging establishments in Texas regardless of size.
